Eligibility Overview

Further details are provided during the application process, but here’s an overview of program eligibility requirements:

  1. Household Income

The Replace Your Ride Program is available for individuals who live in households with household income at or below 400 percent of federal poverty level (FPL). Visit the replacement options page to view replacement vehicle and alternative transportation mobility options by income level. See table below for income level information.

For families/households with more than eight persons, add $4,670 for each additional person.

Proof of Income Eligibility

We use a copy of your IRS Form 1040 or California Form 540 for your most recent year to determine household income and number of persons in household. On a case-by-case basis, we may consider other forms of government-issued documentation to determine household income and number of persons in household.

2. Vehicle to be Retired

A number of criteria have been established in order to assess a vehicle’s eligibility for inclusion in this program. To be considered eligible for participation, vehicle title must be issued in your name. In addition, vehicles must:

  • Be currently operational (complete a tailpipe smog check test or have emissions
  • Exceed an emission level for Model Year 2000 and newer vehicles
  • Be powered by either gasoline or diesel
  • Weigh 10,000 pounds or less gross vehicle weight rating (GVWR)

Meet the following requirements:

  • Be currently DMV registered in California as an operational vehicle with valid and unexpired registration sticker or have all fees paid to DMV, with nolapse in registration of more than 120 days for the two consecutive years prior to current registration expiration date, OR
  • Unregistered or currently registered vehicles where vehicle owner can demonstrate two years of vehicle operation in California using vehicle insurance company-issued documentation or Automotive Repair Dealer –-issued invoice documentation (Automotive Repair Dealer must be registered with Bureau of Automotive Repair) – documentation must include vehicle owner address within SCAQMD

Ineligible Vehicles for Retirement:

  • Dismantled or salvaged vehicles that have not been re-registered pursuant to section 11519 of the Vehicle Code
  • Vehicles registered to a non-profit organization or a business
  • Vehicles operated by a public agency or fleet licensed and registered pursuant to Health and Safety Code sections 44019 and 44020
  • 2007 and newer Model Year Vehicles

3. Previous Program Participation

Any owner or joint owner of a vehicle retired under this program may only receive one incentive amount that can be used for the purchase of a replacement vehicle or an alternative transportation option.

4. Location

You must reside within the jurisdiction of the South Coast Air Quality Management District (SCAQMD), the air pollution control agency for all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties.
